If the Weimar Republic has succeeded would Germany be the cultural capital of the world today?

If the Weimar Republic had succeeded and the Nazis never came to power? The time between WWI and the Nazi regime in Germany was amazing in what they produced in the fields of art, film, sociology, psychology. German Expressionism made film/movies into what it is today, and those German filmmakers who fled the Nazis for the US created the "golden age" of Hollywood. Do you think if the Nazis and WW2 hadn't happened we would be looking to Berlin instead of Hollywood for all our celebrities and cultural capital? Would we all be learning German as our second language?
