Why do movies make less than spent?

What i mean is, why do filmmakers spend so much on a movie, when they know they probably won't make half as much when it's released. For example,the movie, "Vanishing on 7th Street" spent $10,000,000 to film the movie, then only made $19,316. What a huge fail. And another question, where do these filmmakers get the money to begin with? Sorry if this question is a bit stupid, I'm new to these kinds of things.
